Our Story

It all began in 1967, when a small group of local boaters from the Oshawa Power Squadron looked out over Lake Ontario and saw a need — not for themselves, but for their fellow mariners. They knew the lake could be unpredictable, and that sometimes, help was too far away when trouble struck. With that shared sense of duty, they approached the City of Oshawa for support in creating something new: a volunteer rescue service that could make a difference when seconds mattered most.


The City answered the call, and soon after, the City of Oshawa Marine Rescue Association (COMRA) was born. Their first vessel — a sturdy 31-foot 1961 Bertram Gulf Coast fishing boat — wasn’t fancy, but it was fast, reliable, and ready to serve. In June 1968, COMRA officially launched from the Port of Oshawa Marina, marking the beginning of what would become decades of lifesaving service on Lake Ontario.


Over the years, COMRA’s mission grew. In 1979, we became one of the founding members of the Canadian Marine Rescue Auxiliary (CMRA) — a pioneering group of volunteer rescue units that formally joined forces with the Canadian Coast Guard to provide Marine Search and Rescue services across the country. In 1996, that partnership evolved into what we now know as the Canadian Coast Guard Auxiliary (CCGA) — a national network of volunteers dedicated to keeping Canada’s waters safe.


Today, COMRA proudly serves as Unit 009 within the CCGA Central & Arctic Region, covering the waters of Lake Ontario throughout the Durham Region. We’re part of a larger family of volunteer rescuers who respond to nearly one-quarter of all marine emergencies in Canada every year.


From April through October, our crew stands ready — 24 hours a day, 7 days a week — to answer the call. We may not wear uniforms every day, but when distress calls come in, our volunteers leave their homes, families, and comfort behind to brave the cold, the dark, and the unpredictable waters in the name of saving lives.


We aspire to create a world class volunteer organization where equality and inclusion are achievable for all, providing a safer marine environment while creating learning and leading opportunities for our volunteers, through our training and rescue activities, with our partners and communities.


For us, this isn’t just about boats or rescues. It’s about community — about neighbours helping neighbours, and about a deep, shared love for the waters that surround us.

Operating 24 hours a day throughout the summer months, we are dedicated to rapid response, skilled rescue operations, and unwavering commitment to saving lives. Leadership & Governance
Our executive team — including the Unit Commander, Vice Commander of Operations, Treasurer, Secretary, and Past Unit Commanders — provides strategic direction and ensures the unit runs smoothly. Supporting them are our Training Officers, Fundraising Committee, and Social Media team, all contributing to a strong, capable, and connected organization.

Operational Structure
On the water, our boat crews follow a clear chain of command to maintain safety and efficiency during every mission. Each crew is led by a Coxswain (Captain), supported by a Lead Hand, Advanced Crew, and Basic Crew members. This structure ensures that responsibilities are clearly defined and teamwork is prioritized.

From strategic planning onshore to executing rescues on the water, every member of COMRA plays a vital role in keeping our waters safe and supporting our community.

  • Over 50 Years of Service: COMRA has been protecting lives on Lake Ontario since 1968, providing reliable search and rescue operations for more than five decades.
  • Thousands of Lives Protected: COMRA volunteers respond to a significant portion of marine emergencies on Lake Ontario annually, contributing to the 25% of all Canadian marine SAR incidents handled by the CCGA.
  • Community Engagement: Beyond rescues, COMRA actively fosters safety awareness and education in the Durham Region, building stronger, safer boating communities.

Our unit operates under a strong chain of command to ensure safety and efficiency. The Executive Team—made up of the Unit Commander, Vice Commander of Operations, Treasurer, Secretary, and Past Unit Commander—oversees leadership and administration.

The Unit Commander provides leadership, direction, and operational oversight for the Marine Search and Rescue (SAR) unit. This role ensures the safety, preparedness, and effectiveness of the team in responding to marine emergencies and supporting community safety initiatives. The Commander is responsible for maintaining operational readiness, representing the unit to partner agencies, and fostering a professional, motivated volunteer team.

The Vice Commander of Operations supports the Unit Commander in managing all operational aspects of the Marine Search and Rescue unit. This role ensures that rescue missions, training exercises, and safety procedures are executed effectively and in accordance with organizational and Coast Guard standards. Acting as second-in-command, the Vice Commander provides leadership, coordination, and operational oversight when the Commander is unavailable.

The Treasurer is responsible for managing the financial affairs of the unit, ensuring transparency, accountability, and compliance with organizational and regulatory requirements. The Past Unit Commander serves as an advisor and mentor to the Executive Committee, providing continuity, historical perspective, and leadership support. This role helps guide the organization through transitions, assists with strategic planning, and supports ongoing training, operations, and community engagement.

The Fundraising Manager is responsible for planning, coordinating, and executing fundraising initiatives to support the unit’s operations, training, and equipment needs. The Basic Crew Member is an essential part of the marine search and rescue team, assisting with all on-water operations, training exercises, and vessel maintenance. Under the guidance of the Coxswain and senior crew, they help ensure missions are conducted safely, efficiently, and professionally while developing skills in seamanship, navigation, and rescue procedures.
